The City of Bloomfield provides water/sewer, gas, and electric services to its 2,640 residents. Bloomfield’s Interim Director of Public Works, Chris Ball, oversees the operations of these utilities as well as the streets department, meter reading, and parks and recreation. The DPW is also involved in the day-to-day City business.

Whether you are planning to do it yourself or hire a professional, smart digging means calling 811 before each job. Homeowners often make risky assumptions about whether or not they should get their utility lines marked, but every digging job requires a call – even small projects like planting trees and shrubs.

The City of Bloomfield has one water tower which was built in 1952. This tower has the capacity to hold 300,000 gallons of water. The distribution system covers a 6.25 square mile area, and utilizes four inch, six inch, eight inch, ten inch, and 12 inch mains. The department also maintains and flushes the 258 fire hydrants that are located throughout the city.

The water distribution department has 2 full-time employees, Mark McFarland, who holds a Grade II Water Distribution License issued by the DNR, and Dean Bragg.

The electric department has two full-time employees, Denny Harbour and Brigen Bulechek, and a full-time employee that is shared with the Electric Plant, David Hall. These men are in charge of supplying electricity to a total of 1443 homes and businesses. Their responsibilities also include 22 miles of overhead wire, three miles of underground wire, 533 street/security lights, and 1850 utility poles.

The City of Bloomfield purchased a steam-driven light plant in 1892 to begin its municipal ownership. Over 100 years later the City Light Plant consists of six diesel engines whose name plate capacity is 8600 kilowatts per hour.

 

The Department is responsible for maintenance and upkeep of six ball fields, and four parks which includes five shelter houses, and supervision and maintenance of the Bloomfield Swimming Pool. The Parks & Recreation Board hosts Bass Tournaments at Lake Fisher every year on Memorial Day and Labor Day.

The Bloomfield Streets Department is responsible for maintaining the 126 miles of streets within the City. This includes street painting, sweeping, signage and year round surface maintenance of the streets. During the winter months a vast amount of time is spent in snow removal and spreading a 50/50 mix of salt and sand along with Geomelt on the streets.

The City shop is located on Chestnut Street.

The City purchases natural gas from Clayton Energy and offers it to residents of Bloomfield at a competitive rate. The purchased gas is transported by ANR Pipeline. At year-end 2004, there were 36.352 miles of gas main and services in the City.

The gas distribution department has two full-time employees, Keith Sullivan and Todd Schumaker. He holds a special license of certification from the U.S. Department of Transportation. The Operator Qualification Program mandates they pass a combination of written tests and hands on demonstrations for every task they perform. Currently there are 14 pages on record of tasks and operations they are qualified to perform.

The department also utilizes the Remote Methane Leak Detector (RMLD) which uses an eye-safe laser-based gas sensor to detect methane leaks up to 100 feet.  The gas department learned of this leading edge technology from Heath in 2008 during the Iowa Association of Municipal Utilities Spring Workshop and was able to purchase the unit that July.  At this time, the City of Bloomfield is the ony municipality in Iowa to use this technology.  The RMLD quickly and efficiently detects leaks from a distance allowing users to safely survey difficult to reach areas.

 wastewater

The wastewater department is responsible for the operation and maintenance of the treatment plant, five lagoons, and eight wastewater lift stations. The wastewater treatment plant receives, treats, and discharges approximately 200,000 – 250,000 gallons of treated wastewater each day. The treated wastewater is discharged into Fox Creek.

The department has 2 full-time employees, Jeremy Walker and Lane Fenter.

The wastewater treatment plant is located on South East Street on the South edge of the City.
